Repair or replace?
Repair is the right answer when the roof is fundamentally sound and the failure is local — one valley, one boot, a patch of shingles a storm lifted. Replacement is the right answer when the same failure is showing up in several places at once, or the shingles have simply run out of service life. The dividing line is what a roof does next year, not what it looks like today, and it is what the inspection is for.

Permits and the 25% rule
Florida limits how much of a roof can be repaired before the work stops being a repair. Under the Florida Building Code’s 25% rule, once repairs in any 12-month period reach a quarter of the roof area, the section being worked on generally has to be brought up to current code rather than patched — which is a different job with a different permit. Which desk the permit goes to is genuinely fragmented here. In Lake County, Clermont, Minneola and Tavares each run their own building department and only unincorporated addresses go to the county in Tavares — two houses a mile apart can answer to different offices. We settle that before anything else.
