Flagler County Service Area
Flagler County's seat is Bunnell — a genuinely small town — while the overwhelming majority of the county's population lives a few miles east in Palm Coast. That mismatch between where the people are and where the government is catches people out when paperwork needs filing.
The county runs from the Atlantic at Flagler Beach back inland, and it is a narrow county, so the ocean is never far away from anything. That proximity is the dominant factor on a roof here. Onshore wind carries salt well past the dune line, and the corrosion it drives works on fasteners, flashing, drip edge and vent collars rather than on the covering itself. It is entirely possible to have shingles with years left sitting on metalwork that is already failing.
Flagler is also the one place on our Orange City list where the housing is strikingly uniform — much of Palm Coast went up in identifiable waves, which means roofs there tend to reach the end of their service lives in cohorts rather than one at a time.

Yes. Flagler County government sits in Bunnell even though Palm Coast dwarfs it in population. Palm Coast runs its own building department for addresses inside the city.
