Polk County is the one where the obvious answer is wrong, and it costs people time.

Lakeland is by a wide margin the largest city — so almost everyone assumes it is the county seat. It is not. The seat is Bartow, a considerably smaller town about fifteen miles to the southeast, and that is where Polk County government and its building department actually sit. An address inside Lakeland city limits is permitted by Lakeland; an unincorporated Polk address is handled out of Bartow. For a homeowner that is trivia right up until a permit needs pulling and somebody sends the paperwork to the nearest big city on the assumption it must be in charge.

Polk occupies the corridor between Tampa and Orlando, which is exactly the position that gives it a hard inland climate with none of the moderation the coasts get. Roofs here take the full pattern: unbroken summer ultraviolet, afternoon convective storms nearly every day through the wet season, and long thermal cycling as surfaces heat hard and cool fast. The damage that produces is undramatic and cumulative — granules shed, seams work, sealant hardens and cracks — and it is the kind of aging that looks like absolutely nothing from the driveway and like a great deal from the top of a ladder.
