Santa Rosa County is a Noland's Roofing service area between Escambia and Okaloosa counties, covering Milton, Pace, Navarre and Gulf Breeze. Noland's has no office in the county; service is confirmed from the property address and coordinated through the existing team.
Permits: county or city
Santa Rosa County Permitting & Building Compliance covers unincorporated areas. The county identifies Milton, Gulf Breeze and Jay as incorporated cities with their own regulations; Navarre and Pace are not on that list, so those properties generally permit with the county. Navarre Beach carries additional county rules. Confirm the jurisdiction for the exact parcel before relying on a timeline.
The county's Isaias guidance
On October 12, 2026 Santa Rosa County's Building Inspections Department published guidance after Hurricane Isaias. It says:
- Tarping a damaged roof is allowed as a temporary measure.
- Permanent roofing, structural and electrical repairs may require permits.
- Under Florida Statute 553.7922, the county must offer expedited permitting for qualifying repairs, including roof repairs and re-roofs.
- The emergency does not waive permit requirements.
Expedited is not the same as exempt. Ask any contractor which permit they will pull and when.
What to do before requesting a visit
Photograph visible damage from the ground, note when water first appeared inside, and keep the property address and roof material handy. The Isaias roof-help guide covers what to share safely. For the largest communities, see the Milton and Navarre roofing pages.
Noland's services include roof repair, storm damage repair, roof replacement and metal roofing. A leak or missing shingles is a reason to inspect, not proof the whole roof must be replaced.
Service availability varies by property address; contact our team to confirm scheduling.
